Voting is recorded in the Congressional Record. For a voice vote, the Clerk records the tthe member and the proxy voter noted in parenthesis. For electronic voting using the electronic card, the Clerk only records the member vote and not the proxy.

 

By their amended Rules in H.Res. 965, id a member votes in person their proxy voting authorization is revoked.

 

Since the electronic voting does not indicate a proxy vote occured, all the proxy authorizations should be revoked.

 

The Constitution states the Congress is to conduct business in accordance with their Rules. The House has violated their amended Rules and the votes cast by proxy are Unconstitutional.
