The whole "everyone is acting" pill is hard to swallow. These people are politicians, generals, etc. not thespians. Anyone can pull off a couple head fakes but too many act like these people are Daniel Day-Lewis.
Since they aren't professional actors, anyone devising a plan requiring some acting, would limit how many times a non-actor had to act. The constant chirping back and forth is anything but.
