Before the patriot act, this was almost exclusively how it was done. It was called Echelon and allowed the 5 major English speaking countries to spy on each other since, at the time, it was highly illegal to spy on your own countrymen.

It will have to break on Snapchat's "news" before most under 25 will hear it. Even then, they will forget after 10 minutes of faux outrage. I'm amazed that my wife has listened to me rail about shit like this for over 20 yrs, and she still pays zero attention( aside from work)to anything outside of baby videos and nice recipes on FB. The masses are woefully uninformed by design.
