Here's what I see, I could be wrong:
POTUS mentioned that the protests are almost entirely 'peaceful' now. Riots have been all but eliminated.
So, AS A SHOW OF STRENGTH, the Secretary of Defense can by this order show the F+D assets that THEY DON'T NEED HELMETS OR WEAPONS ANYMORE.
POTUS can ALWAYS override the SofD.
POTUS would NEVER intentionally put NG in harm's way if the threat was sufficiently dangerous.
Ergo, the NG doesn't even need to wear helmets or be armed in DC.
POTUS said that DC is the safest city in the world now.

I see that the killers in the riots are being rounded up country wide.
I see peaceful protesting once again being safe to do, as POTUS/Q want the people to be free to do.
Soft caps and no weapons are also used to disarm the fake news from getting an 'incident' to occur to then push over airways to brainwash the public, and it's safe to do so now.
Since POTUS has the authority to overrule the SofD when it comes to the military, then unless and until POTUS exercises override, thus proving sufficient risk is there, there is at this time low risk.
That's my take and I won't listen or pay attention to any counter that attacks, drives me to believe just because, or otherwise approaches what I said with respect and counter-evidence that is either sourced if the information is not well known by the average anon, or does not need to be sourced if the information is widely known by anons.
I'll know the difference.
