Think of it this way, maybe shadowbanning means they force your account not to be able to update its cache and load comments and when they shadowban you, they force you to not be able to flush your cache from what they have on their server thus controlling how you are displayed.

What is Cache Busting?
Cache busting is useful because it allows your visitors to receive the most recently updated files without having to perform a hard refresh or clear their browser cache. From a developer's point of view, using cache busting is beneficial so that the latest changes can be pushed out and become available to everyone immediately. There are a few methods you can use to take advantage of cache busting:
Twitter seems to have a unique caching system in that it CACHES RESPONSES.
The server is running a PHP script using cURL to get this data, while the local attempts are with the browser. witter would want to be caching its responses since they are costly to reproduce every single time. When you use Twitter's APIs, you end up being bound by its conventions, even if that includes caching.

I think it could because if you have Ruby code used with whatever other service is described in that article, you can force the cache to be cleared.
Working theory is maybe this is a shot to @Jack and twitter to remind them that they can point us to how Twitter censors us.
And we could use Ruby Capybara, Selenium to create a cache busting bot that would force Twitter to update our caches and thus counter shadowbanning.
