I first guess without examining it myself id that these are sites for Twitter to NOT automatically take images form and splash all over their platform intended for mixed company..

No. May 17th was when BO tweeted something about graduations. Twitter pulled down some image (not this one) from obama.org to use as the preview image. More recently (after Jun 1st) Twitter pulled down a new image from obama.org to update its preview, which is how the GF image got on the May 17th tweet.
