The point of Q’s post >>9511197 is this: if you were to run the pseudo-procedures he posted every minute (or whatever in a larger monitoring framework), outside parties could know exactly when things change. Put another way, this may be alluding to that things are being monitored for these very types of changes. Secondly, this may be bait to some degree to draw out techie opposition, who are known for being unable to resist grandstanding about technical inaccuracies. This has been a very interesting 48 hours and I couldn’t have predicted it if I tried.
