Trump just needs to win the national popular vote and CA (etc) will have to vote red due to their own stupid legislation even if Biden gets every single CA vote. The same with these other green states. VA is possibly the only state that goes blue because of Fairfax county and they have not enacted this legislation. After that maybe VA gets smaller and WV gets larger with some county defections.
