the file that is the one linked has a name that includes numerics that are 053020_ at the front of the filename (prefix on filename)
thus what we have is a case where the markup looks to the other resource, takes it's data, and wraps up a page with all the correct material, and it serves it out.
the 'template' included a part to look for a picture.
that picture had a wrapper: some data file that tells the world what it is.
so they merely changed that, a different picture is chosen, the new file name is added into that div (yes div) and it will then be loaded in and inserted using some kind of XML DOM insertion method.
the page that is served today is built with pieces. The pieces are also built with pieces.
that is why the c=file is newer than the date of the content that wraps it.
