They aren't though. You are denying them agency and treating them as unequal in this weak argument.
They are perfectly able to apply themselves and achieve great things. Example: Dr. Ben Carson - he grew up in the projects.
People are responsible for their own choices and some choose to apply themselves and others do not. Making excuses for those who choose not to do so does not actually help them, it treats them as infantiles.
