Lawfag, let me get this straight. Are you saying that a grand jury can be impaneled, return and indictment, no charges get filed but the indictment lives on? We have zero proof that any of these pacer trackings are a filed charging document. Any Judge would dismiss an indictment if prosecutors failed to prosecute. You can't just get a grand jury decision and sit on it for years without filing a charging document.
