If someone DIES in a fire or there is more than $5000 in damage DO NOT CALL IT A CONFINED FIRE.
POTUS is telling us NO ONE DIED because he called the fired CONFINED.
Fires described as "confined" are fires that are burned in a vessel or a chimney or a canister. They are NOT couch fires and are NOT described as CONFINED even when person dies later as a result of injury. POTUS is signaling anons.
