Since this shit went down, I've been looking back into Comey's speeches and statements on racial tensions and law enforcement. A lot of it sounds good on the surface to the untrained ear, especially in the calm detached polite way he presents it, but parsing his words in spots, he does sound like he's playing up the problems (most of which we assume are stemming from "staged" events anyway) as justification for social engineering.
