Fags …. that's a vibration dampener. A sniper doesn't shoot enough rounds to worry about barrel heat … 1-2 and call it a day. AND it certainly isn't a suppressor … too small to be effective (physics!) BUT, due to the distances often involved, it can be important to dampen the barrel harmonics. So you experiment with putting the vibration pad at different places on the barrel to suck up the harmonics from that particular barrel.
Speculation? Yeah, lots. They have been "arming up" for the past couple of years.

That is a Bridgeport (style) knee mill with a manual "One Shot"(tm) oiler. Looks to be pretty new with an Anilam X axis electronic scale and an electric knee motor. Looks new.
