Pilot in command means pilot in command. I know commercial airliners do not top off tanks but rather load fuel needed for trip plus a certain amount of reserve. I assume luxury private jets are operated much the same way for reasons of fuel efficiency. That stuff is heavy and expensive to carry around if it is not needed for the trip. That said. Don't know how close to max capacity the Gulfstream was or if tanks were full on departure. But if they were full then they could flown quite a bit more. Just driving from one airport to the other is 2,737 miles. Of course the air route would be much less than that.
