There are no local Police Departments, rather USP Departments dispersed as necessary.
Every year, a National USP convention where all USP State Chiefs and USP National leadership, along with other agencies' leadership get together and make sure everything is working for the people AND for the USP.
Every single USPD that has issues will be addressed at this convention, and the convention doesn't end until the issues are addressed.
It will be up to State and Local USPDs to identify problem officers, who are either retrained or let go.
Recruitment for USP will be like the military.
In fact, USP can be a branch under the National Guard (Armed Services) as another balance/check.
Every year, USP Officers receive a 'performance review'.
3 strikes and you're out rule, regardless of infraction.
All 'strikes' will be mediated like a court case with USP leadership.
