There are very specific conditions under which it is legal and none of the criteria was met, therefore it was illegal. He already said King Nig is gonna walk. If reform was the goal, wouldn't you want to go to the top? Otherwise it's just for show. Anyway, he's not going to do jackshit.
So many people have themselves set up for a disappointment. He's never even appeared to be interested in justice. No actions show that he is. None.
