Those mayors and governors are facing total bankruptcy due to public pensions and other irresponsible spending. There is really no way possible for them to honor those, so allowing rioting & destruction serves multiple purposes:
-destroys black neighborhoods, keeping their areas hellholes that look like war zones
– anger, hopelessness and desperation rise
-destroys black and small businesses in these areas
– so that the positive effect of these Opportunity Zones is not seen and felt widely (deny more black votes for POTUS)
– keeping them dependent and in despair
– creating a constant reminder that other areas are nice, whereas they live in a hellhole (stoking resentment and despair)
-amps up racial tensions (divided are easier to control)
-plead with fedgov for disaster funding (will promptly go to contracts for their corrupt friends & ngos)

These people have not thought this through.
No deliveries of food, medicine or any other products into their area.
What about power & water? Who is going to pay for those services? What if the City shuts it off?
What if actual existing residents want to leave? Are they allowed to? If not, are they considered as being held hostage?
Is there any form of commerce going on in there? Or are they just stealing whatever they want to use? (like a commune)
There really is no logical way they can carry on with a normal civilization there, and "hold" the area for very long at all.
When this is over, every one of those people is going to be in federal prison for the rest of their lives.
