Qualified Immunity can be LIFTED by an appeals court IF the following criteria apply:

wrongdoing was documented by Police Department on LEO

evidence exists that show cause of excessive force or banned practices were used
This is just a spitball Mr President, but you see where I'm at with this. We cannot let DIRTY COPS use qualified immunity to escape justice. Qualified immunity MUST have criteria that removes it for cause.

Mr President Blanket Qualified Immunity is just as dangerous as no Qualified Immunity. There MUST be clauses to fit all situations. We don't have Kings and Queens in America and we CANNOT have dirty Cops with no accountability.
When an American gets stopped by the Police, it must be understood by both parties that everyone in the situation has rights.
When any person in that situation abrogates that assumption they must be held accountable. Blanket Qualified Immunity gives LEO's the right to ignore rights altogether.
Actions MUST HAVE consequences. Blanket Immunity must be reformed to get rid of the Dirty Cops that shouldn't be policing.
What LEOs won't tell you because their back is to the wall with the attacks coming from all sides - They wan't the dirty Cops gone just as bad as we do. Changes to Qualified Immunity is the only way to get it done.
My question to the Police is simply this:
If your honor and integrity drive your service to your community, why would you need immunity?
