Possibly the "glitter" in clear liquids are microcrystalline plastic beads which are clear and shiny, but upon interaction with the acidic vinegar become cloudy. And that's why you can't otherwise see them.

 

You won't know without letting the powder dry in enough quantity to chemically test it for its composition. Then you'll know.
