i think the building probably serves another function like a meeting house you can rent out for events, some of the inside photos look like a rented out conference room in a mid to high level hotel. those weird spider web logos are probably just vinyls they threw up there after taking 5 mins to draw them, also the main logo on the top of the building the reception something something one appears to be another vinyl they tacked up there. i bet this is a semi remote building mocked up to look like syria and its probably in arizona maybe in a national park, forest, grand canyon visitor center, something like that.

isnt there a way to determine gps from shadows in a picture and time of day, i think the exact time of day would need to be known, if you were off by 15 mins it might make a difference of 15 miles or 15 feet im not sure.

also you can tell whether or not shadows are made by the sun because they will be parallel and never intersect (learned this from fake apollo research multiple light sources
