I would have to guess… there are Cemex tunnels which run directly under or parallel to the highways… From Mexico: 19 N to Tucson, 10 N to Casa Blanca, 87 N into Mesa. Cemex ranch is the holding cell/ auction block. From Cemex Ranch, it's west to Riverview Park, a refugee camp, or all the way to the Pacific ocean.
