Protestors also get special immunity if somebody shoots them or try's to intervene by stopping a looter.
A protester can block traffic, destroy your car, and stop people from going into certain areas for food, work, or medical attention while you cant do anything about it.
You cannot intervene in the protesters right to destroy the country.
You cannot intervene if a protestor decides to break your personal property in the name of protesting.
You cannot arrests a protestor for protesting even if they are committing insurrection under the guise of "the right to protest".
By allowing a protestor to destroy the city they destroy faith in government of those that are governing, and the illusion of authority by allowing lawlessness, and chaos to direct the well-being of that particular area.

The "Wild West" concepts were a great brainwashing tool to make people think that they needed law and order more than the republic, and the constitution.
