The Dept I used to work for has had most of the training and policies your talking about for nearly a decade now. A large city PD, over 1k employees.

 

I see what the mega cities do and realize their training sucks. But most of that is arrogance, fraudulent use of funds and shitty leadership. Fwiw.

Negative. Not feels. Reasonable perception of imminent threat of deady force to themselves or another.

 

It doesn't have to be a gun, a rock or car can be deadly, too. And it's based on the officer's perception at the time. If the guy's holding a cell phone but the officer sees what appears to ne a gun due to poor lighting conditions, even though there's no actual danger the officer is still justified.
