I would say Galactic optics, so that no one off-world would interfere by seeing that a main populace seemingly had a choice in its leadership.
But for that theory to hold, there would have to had been a trigger, and its already a far-fetched idea that leaves out heaps of variables. Could just poetic coincidence on the idea of a 'Republic'.
