Virginia Senator Louise Lucas (Portsmouth district) is behind a stand down order for Portsmouth PD, even without authority to do so, in regards to the tearing down of confederate statue. She yells for channel 10 (local news) and tells them “these people can’t be arrested because it’s city property and the city should have put a tarp over it”
