This bill analysis was prepared by the nonpartisan legislative staff for the use of legislators in their deliberations and does not constitute an official statement of legislative intent.

 

OVERVIEW: Senate Bill 818 would (i) provide teachers, instructional support personnel, and assistant principals with salary increases based on years of experience, (ii) provide bonuses for teachers and instructional support personnel, (iii) encourage additional bonuses for teachers, instructional support personnel, and noncertified personnel, (iv) clarify principal salaries for the 2020-2021 fiscal year, (v) provide bonuses to principals, and (vi) provide funds to reflect an increase in the average salary of various public school employee positions. BILL ANALYSIS: • Section 1 would establish the 2020-2021 Teacher Monthly Salary Schedule using amounts from the 2018-2019 and 2019-2020 fiscal years. Teachers and instructional support personnel would receive applicable salary increases based on years of experience. • Section 2 would provide an across-the-board bonus for teachers and instructional support personnel in the amount of three hundred fifty dollars ($350.00). • Section 3 would encourage the Governor to provide an across-the-board bonus for teachers, instructional support personnel, and noncertified personnel in the amount of six hundred dollars ($600.00) from discretionary funds provided to the Governor by Congress under the CARES Act. • Section 4 would establish the 2020-2021 Principal Annual Salary Schedule using salary amounts from the 2019-2020 fiscal year and growth data from the 2018-2019 school year or earlier. School growth scores from the 2019-2020 school year would not be used. Principal salaries would continue to be adjusted based on average daily membership. • Section 5 would provide a bonus to principals who received a bonus in the 2019-2020 fiscal year in an amount equal to the amount received pursuant to Section 2.4 of S.L. 2019-247. • Section 6 would authorize assistant principals salaries for the 2020-2021 fiscal year based on amounts from the 2018-2019 and 2019-2020 fiscal years. Assistant principals would receive applicable salary increases based on years of experience. • Section 7 would authorize salaries for employees of schools operated by State agencies who are paid on the Teacher Salary Schedule based on amounts from the 2018-2019 and 2019-2020 fiscal years. These employees would receive applicable salary increases based on years of experience. • Section 8 would provide funds for an increase in the average salary of public school positions. • Section 9 contains standard provisions providing that (i) the State Budget Act is not superseded by this act, (ii) other appropriations bills enacted in the 2019 Regular Session of the General Assembly remain in effect, and (iii) departmental receipts are appropriated up to necessary amounts. EFFECTIVE DATE: The act would become effective July 1, 2020.
