If I was in charge, I would set up a perimeter, allow no one in or out unless they were willing to surrender themselves. Don’t attack, just sit there and let them come out willingly when the food runs out, or the water, or the electricity. They come out, they are arrested.
I didn't see it, but gardening for food production - or any kind of rural living skills - takes a lot of persistence and patience, as nature puts up all kinds of unforeseen obstacles. Been there done that. The wisdom gained from working with nature at nature's pace, and solving each issue as it arises, develops a lot of new skills that urban people really don't grasp or appreciate.
