Regarding Q's post below. "The TELL" may refer to the NSA/CIA's ability to monitor conversations via mobile and landline phones.
I believe they can turn on the microphone and video of your phone, computer, smart TV etc. They can do this even if you have the device powered down, they somehow send a command to turn it on but keep the display dark.
You would need to pull the battery out of the phone to prevent this.
