To be completely specific It defines only the specific things our government is allowed to do as opposed to what it is NOT allowed to do. If it listed NOTs then we would have the government we have now which is basically unlimited. In fact WE are unlimited and the government exists to protect that situation… which it has not… so we are replacing it. … sorry this is what I do.
