ISIS was created by Obeyme and some within our own IC to fight the proxy wars for the Saudi's that they knew they couldn't convince congress or the people to let our troops fight. Problem was the leaders of ISIS got a little greedy and decided if they were going to fight the wars, they wanted to rule the upcoming global caliphate. Neither the Saudi's nor Obeyme wanted to get rid of ISIS, they just wanted to get them under control.
