VERY difficult to prosecute. It comes down to interpretation and it can be argued that a difference of opinion regarding interpretation of the law is not a crime because it cannot be proven to be intentional. That’s why the word “knowingly” is so important. If they could find emails where these stupid people plan these abuses, then they could prove intent.
