When a parent is raising a child, you never reward bad behavior, "if you stop screaming, I'll give you a cookie" and kid learns to scream to get what they want. Bad behavior should only result in punishment. Isnt this the same thing? These people are burning down cities and their bad behavior is being rewarded rather than punished.
