Atlanta Mayor Bottoms: Taxpayers improperly paid husband’s airfare

 

With the 2019 Super Bowl coming to Mercedes Benz Stadium, the city of Atlanta sent a delegation of 22 officials to Minneapolis in February to learn about the challenges that come with hosting one of the world’s biggest sporting events.

 

Included with the city’s Super Bowl delegation was newly elected Mayor Keisha Lance Bottoms and her husband, Derek.

 

The Atlanta Journal-Constitution and Channel 2 Action News have obtained documents that show taxpayers wrongly covered the $2,610 first-class airfare to the big game for Derek Bottoms — who is a vice president for Home Depot, not a city employee.

 

Credit card statements for former Chief Operating Officer Dan Gordon’s city-issued card show Derek Bottoms’ ticket was purchased Jan. 26, nine days before the game. The statements were obtained through a request made under the Georgia Open Records Act.

 

Keisha Bottoms’ city-issued card was used to buy her airfare on the same day and for the same price, according to documents obtained by the news organizations.

 

Gordon declined to comment Wednesday, instead referring all questions about Derek Bottoms’ plane ticket to the mayor’s office. A spokeswoman for Mayor Bottoms issued a statement saying Gordon’s card was used in error, and that the mayor was unaware that a city credit card was used to purchase her husband’s ticket. Bottoms’ reimbursed the city $1,434.42 on Feb. 15, according to records.

 

The spokeswoman also said Delta overcharged the city by roughly $1,000 for each of the Bottoms’ tickets because couple switched their seating from first-class to coach on the return flight home, and they are trying to resolve the issue with the airline, according to the spokeswoman.

 

The transaction of this purchase was inadvertently made less than a month after Mayor Bottoms entered office, during the early days of the transition of the new Administration

says a statement issued through a mayoral spokeswoman. “Immediately upon learning that a personal credit card had not been used, within 10 days of the trip, Mayor Bottoms issued a refund to the City.”

Atlanta Mayor Keisha Lance Bottoms asked for the resignation letters of 26 high-level city officials on April 9. In an April 10 press conference, Bottoms said that not all of the resignations will be accepted.

Bribery charges expose depth of corruption facing Atlanta’s new mayor

Atlanta Mayor Keisha Lance Bottoms has said the city won’t know how deeply the city’s procurement process has been exploited until federal prosecutors complete their bribery investigation at City Hall.

 

An indictment unsealed Thursday indicates Bottoms could be waiting a while.

 

The indictment against The Rev. Mitzi Bickers suggests the new mayor will have to tackle pervasive vulnerabilities in procurement and a culture of corruption.

 

“The ethics and culture of an organization start from the top,” U.S. Attorney Byung J. “BJay” Pak said Thursday. “You set the right tone, so when you have repeated instances of corruption, it’s time to look at that culture.”

 

Late in Bottoms’ campaign for the mayor’s seat last year, she pledged to root out corruption and reform ethics inside City Hall. With nearly the first 100 days behind her, Bottoms has consistently said that wrongdoing will not be tolerated in her administration. But it’s unclear what specific steps the new mayor has taken to fulfill her campaign promises.

 

A committee to review ethics and procurement policies has yet to offer reforms. A permanent replacement to Adam Smith, the city’s former procurement chief who pleaded guilty to taking nearly $40,000 in bribes, is being sought but has yet to be named.

 

“The leadership at the top has to set the tone for a strong ethics culture,” said Harvey Newman, professor emeritus of public policy at Georgia State University. “I don’t think we’ve had the emphasis recently … I think (Bottoms) needs to really move forward to let the public know this is high on her (list of) priorities.”

 

Bottoms declined repeated requests for interviews and instead provided written answers to eight questions submitted by The Atlanta Journal-Constitution. The statement said overhauling the procurement process remained a priority and that she would provide more details soon.

Mystery Over Bottoms’ $1 Million Martha’s Vineyard Hideaway

 

Keisha Lance-Bottoms, a candidate for Atlanta mayor in the Dec. 5th runoff, has a 20-year history of forcing our local governments and her homeowners’ associations to go to Fulton County Superior Court to file liens against her homes. In that context, and as a forensic accountant, I look at her Martha’s Vineyard real estate transaction very skeptically.

 

Consider that the state of Georgia, Fulton County, City of Atlanta, Regency Park HOA and Guilford Forest HOA were all forced to go to Fulton County Superior Court for payment by filing property liens – all while Mrs. Bottoms was an Atlanta City Council member.

Insider Real Estate Transaction?

Her Martha’s Vineyard property was purchased in June 2016 for $1,010,000. She financed it with a mortgage of $808,000, implying a down payment of $202,000.

 

By all impressions Mrs. Bottoms was struggling financially based on her history of property liens and certainly has a terrible credit record. How could she possibly borrow nearly $1 million on a vacation home with her credit history? What did she disclose to the lender and the seller? How did she find the house and lender to begin with? Did the Cape Cod Five Cents Savings Bank not know her credit history? Where did the down-payment come from

 

Conflict of Interest?

The seller appears to be an executive with Cantor-Fitzgerald based on the best research available. This would be very problematic, if true, given that the Atlanta Firefighters Pension Fund is a plaintiff against Cantor-Fitzgerald in Anti-Trust litigation (1:15-cv-07111-PGG) in the Southern District of New York__

Mrs. Bottoms serves as a city trustee on the Atlanta Firefighters Pension Fund Investment firms generally are promoting themselves to do business with the city, so I’d like to understand if the firm was pursuing work with the city and if in fact the firm is currently providing services that generate income to the firm. If you don’t know the history, the previous investment consultant to the Pension Fund has been charged by the Securities & Exchange Commission for defrauding the Pension Fund.

Rental Property?

While Mrs. Bottoms identified the Martha’s Vineyard property in her personal financial disclosure, it was identified as a rental property in Oak Bluffs.

Interestingly, her mortgage prohibits rental, requiring that Mrs. Bottoms “keep the property available for Borrower’s exclusive use and enjoyment at all times.” So how could this be a rental property?

Also of interest, the house is advertised for rent. With “prolific” corruption going on in city hall (the words of a federal prosecutor), I have grave concerns about candidate Bottoms and question the “arms-length” nature of this real estate transaction.
