Worth digging?

The report is by the Canadian Secret Intelligence Service (CSIS) and is about Chinese influence in the corporate world.

Who are all the people in the painting? I recognise a few, but honestly most of them I don't know and I feel much of the significance is lost on me.

What is the symbology of the red right hand?

The painting is called Hanky Panky and the artist is Kent Monkman. He has this to say about it:
