This is an odd shaped head. Kennedy’s have too much hair to fit this profile.
The photo is ominous as if a turning point and someone is sitting is that dark room with the President, indeed it seems as if this character is in his desk chair.
I would assume it is someone with power over the President, or someone well respected, or family.
