The IG (Sopko) might be the right person for the job. Apparently back in 2016, prior to She-wasn't-supposed-to-lose-but-she-do, Sopko was called "The Donald Trump" of SIGAR.
Detractors describe Sopko as “egomaniacal," “petty,” “a bully” and “the Donald Trump of inspectors general.” But Sopko has publicly brushed off — even relished — the criticism, arguing that it’s his job to shine a light on mistakes made by “bureaucrats” who would prefer that his reports “be slipped in a sealed envelope in the dead of night under the door — never to see the light of day.”

Interesting factoids about the Special Inspector General Afghan Reconstruction (SIGAR). "SIGAR aggressively pursues the prosecution of criminal wrongdoing through the U.S. Department of Justice (DOJ). SIGAR details experienced prosecutors to DOJ to handle prosecution resulting from its investigations. SIGAR also supports mission related Uniform Code of Military Justice actions through Judge Advocates and executes civil recovery actions through appropriate federal and military judicial procedures."

"SIGAR is a primary member of the International Contract Corruption Task Force (ICCTF), the principal organization coordinating contract fraud and corruption cases involving U.S. government spending in Afghanistan. As the only member of the ICCTF with cross-agency jurisdiction and a single focus on the expenditure of U.S. reconstruction funds, SIGAR has the largest U.S. fraud and corruption investigative presence in Afghanistan."
