This is the definition of government without representation. NGO's are not elected. Keep them out of American cities, especially small towns.
These are the kinds of moves that were made in American cities, and tiny towns, when they went around passing laws to start charging farmers for their own water, and installing meters on agricultural wells.
Farmers had to shoot the meters off, until they gave up. (True story no sauce, personal experience) Farmers gave farmers a heads up. Nasty fight with these UN /globalist insurgent water stealing criminals in the past.
They also passed laws to charge you for rain runoff to state rivers. I am now paying tax on the runoff in my valley.
They passed laws making it illegal to catch rain water off your roof in many states. Florida is one.
The first target will be water. Second target will be farmland.
Watch the water.
Keep them out of the cities, AND the countryside. Follow these bastards. Find out who they are, and track them like the planefags track planes. Keep an eye on your local town meetings. Send someone in to get everything introduced. Watch out for the interstate treaties. Identify the treaty writers, expose them.
We need a web site for criminal NGO tracking that works. We literally need to dox them and radio tag their cars. Find out when they attend city council meetings. They come in from outside the state, sometimes from other nations. They try to do it in secret.
They turned up in Ohio to change the Ohio Constitution so that China could steal water from the Great lakes, about 12 years ago.

They will go to two or three states, and create a treaty between the states. That treaty trumps the Federal Constitution.

So these evil asswipes plan to take control of American water supply, by creating treaties between the states, first weapon.
Then, they use trusts to buy up all the farmland, and remain nameless. Trusts are a regular tool used by farmers to pass land to children, but, these foreign corporations are using these tools. When you go to your local MAP room to identify owners in my town, they tell you they have shelled out the job of keeping who owns what land to a private firm. Went to the address they gave me to do the research? Empty room, one table, two chairs, locked. Shell company for land theft and water theft. Locate these "companies" that are set up to steal farm land and water rights in YOUR county.
