according to the drake equation its likely that there are anywhere from 1000 to 100 000 000 civilizations in the milky way. these numbers are of course just best guesses. but it stands to reason that with there being at least about 100 000 000 000 stars in the milky way, there are a hell of alot moar than 36 civilizations.
