Maybe Q team knows the only way for people to wake up is to allow the DS to unleash their plan and see everything fall to the brink of destruction..

they have to live it in their own lives, to see for themselves, so they decide themselves that change is needed.

Q team knows their plans and they're likely letting their enemy destroy themselves while orchestrating certain things behind the scenes for max damage to the DS and minimal damage to innocent lives.
