It wasn't as much created for that purpose as it was used for it.
A few nerds made it to send their boob pics to each other. Eventually it became used for all sorts of nefarious activities.
Same as the fate of television really.
You see the censorship efforts happen here as well. Twitter is basically an open talk show - by selecting opinions you create a "consensus" worldview.
If you see a disruptive element you remove it aka. 8chan.
So the internet itself is just a piece of tech.
