Perhaps the special contractors delivering smiles were water engineers. There is a Water, Sanitation and Hygiene (WASH) program that operates in that area bringing clean water to refugees. They have chlorine tablets and 'bulk chlorine' for treating water to make it safe to drink and wash with.
