I do wonder why Police would even bother with a car parked without permission,
Beyond recording the plates
And doing a quick health check to be sure
That the person is alive in the car
And doesn't need medical help.
Note that in a modern police encounter
That would INCLUDE high quality video frames
Of the person in the car.
This is enough to ID them and detain at a later date.
No need to get him out of the car
And no need to deal with the drunkenness at all
If he is sleeping in the back seat
And if he is sleeping in the driver's seat
Remind him to go in the back, or the passenger seat
And put the keys in the glovebox.
You still have the plates and the video frames
If it turns out he is a wanted criminal
In fact,
If the police were interested in keeping the public safe
They would carry a supply of pillows in the trunk
And offer a free pillow to anyone who was checked
For sleeping in a car.
If a parking by-law was broken
Tickets can be issued by mail.
The public is not safe when there is an altercation OF ANY SORT
Next to a public restaurant
The Police should not be starting these things
And the public is definitely not safe
And does not FEEL SAFE
When firearms are discharged whatever the reason.
Policing needs to change its focus dramatically
Because now the police force has been infiltrated by bullies (see Clockwork Orange)
Who are a major CAUSE OF CRIME in their cities.
