He had his shit together just good enough to draw his weapon and fire before he lost the ability to stand any longer. If you are going to tell the story anon then tell the whole story. If you hit someone in the head with a skateboard then you deserve to be shot by that person. End of discussion. As for what happened before or after I do not know. But the idiot brought a skateboard to a gun fight. The idiot with the skateboard escalated the situation. Not the shooter. As to legally carrying I don't know nor do I care after watching the video.
