Filtering is a choice on what speech you want to enter your mind and think about, and what you think about is invariably tied with what you say.

 

It is a higher form of controlling one's speech

You are just projecting your own 'semantics'.

 

By controlling what information goes into my mind by filtering, I control the thoughts necessarily tied to my own speech, which allows me to say what I want to say instead of slogging through disinformation/distraction and not saying what I want to say at that time.
