yes dear. and most of what needs to take place has to be initiated and carried out by the governors and mayors. If POTUS just rams his cute little tush in and takes over, he'll be a dictator. Try reading the Constitution.
POTUS and Q are under the impression that people just need to learn. And they are counting on people seeing things for what they are and then acting appropriately. I don't agree with that assessment myself, based on my experience. But that's where they're coming from. Don't like it? Tough shit for you.
