Here's another possible reason for Tulsa.
There was a doctor from Tulsa named Gary Davis who had successfully treated several people for AIDS using a serum that came from goat antibodies.
Almost all in Africa, but also one American girl named Precious whose mom 'stole' the serum.
Precious made national news at the time and testified before Congress & went to the WH.
Davis tried for years to get the NIH to approve a clinical trial but they wouldn't budge.
