The enemy convinced many otherwise good but dumb Americans that the opposite of reality is true. Such as having no police=good. They are seeing that it isn't what they want. I would think, (if I were military ops or whatever) in infiltrating the chaos it would be beneficial to elevate the sounds of mayhem.
