You do not need a FB or T account to be tracked. Your router's MAC address is exposed to your ISP. It is part of the the Link-Layer in the OSI Network Model. If they are tracking at that point, they have you.

I think the solution to this (for home networks anyway) is to design a piece of hardware that has 2 ethernet PHY chips connected to a FPGA chip. This sits between the router WAN port and ISP gateway. Then, and open source FPGA design provided so that a custom firewall can be implemented.
