The "officers" stopped the people in this vehicle. 3 people. And the "officers" just allow 2 of them to casually take their time to grab their things from the vehicle and walk away.

1 - The 2 accomplices would've rushed to GTFO and run off. Staged!!!!
2 - Officers would've kept the 2 accomplices at the scene either remaining in the vehicle with hande up. Or sitting on the curb with hands behind their backs. Staged!!!!
